I. INTRODUCTION In its second periodic review in 2012, Pakistan had pledged to enact laws against torture and enforced disappearances. To date however, no laws have been enacted; rather, both torture and disappearances are on the rise. Pakistan has earlier been reviewed on its human rights situation twice: during the first cycle for the years 2006 to 2012, and during the second cycle for the years 2012 to 2016.
